In the states of Madhya Pradesh and Chhattisgarh in central India, an impediment to tenurial security is posed by the “orange area” issue. This problem emerges from concurrent recording of land as legally designated forest land in forest records and revenue land in revenue records.

The orange area ambiguity affects more than 1.2 million hectares of land and an estimated 1.5 million mostly tribal and poor households.
